OVERVIEW:
Being the game's absolute top tier, Guile didn't get many changes. He doesn't need it. According to the CRE philosophy, top tiers would only be nerfed in [extreme cases], which isn't Guile's case. So, in addition to a new neutral jump MK, he got two new colors and a new gender-neutral victory quote.
