OVERVIEW:
No many changes, Vega has already received the buffs from his CEJ/HF counterpart, so any changes here must be cautious. Most of them concern bug fixes and an improvement to his head hurtbox, so a crounching Vega can safely counter airborne attacks like Tatsus and SBK.

GAMEPLAY:
. crouching LP/MP/HP head hurtbox down 4px so Vega can counter airborne attacks like Tatsus and SBK without taking hit
. Rolling C. Flash got a better mid-hit box, so it can hit chars like Chun Li, Honda and Sagat properly
. HP Rolling C. Flash last hit knock down
BUG FIXES:
. included position boxes to Vega's knockdown animation. This bug allows opponents to walk through a knocked down Vega. It was fixed by adding the proper position boxes to the respective sprites.
. fixed the "block-break" Shoryuken bug. Under certain circunstances, Ryu/Ken's Shoryuken and Sagat's Tiger Uppercut can break Vega's standing block stance. It shouldn't happen anymore.
